You can start inviting new users to your organization and space so the team can start collaborating in Backlog.
Invite new users
To invite new users, go to the Members tab on your organization settings page.To send an invitation, click the By email link, key in the invitee’s email address, define their Teams, Role and privileges, and then hit Invite.
Organizing users into teams makes it easier to invite relevant team members to new Projects or notify the team members of the issue at once.
Click the + Create Team link on the organization settings members tab to create a team.

Manage member restrictions on Backlog
To further manage member restrictions in Backlog, go to your Space Settings page, select User and select a member. On the Edit User page, select the restriction you wish to set and hit the Submit
button to apply the changes.
